Can we still get upgrade from R1 to R3 for Quickbooks 2012 13 Small Business Edition?

Trying to load a new company file from my accountant, errors as he created on R3 & i am on R1. Tried getting Quickbooks upgrade, but page not found when launched from within Quickbooks
