Payroll Premier 2015-16: Unable to rebuild files

Leave data wrong - unable to rebuild file
we are using reckon payroll premier 2015-16. we noticed leave accrued data is wrong so decided to rebuild file.
however, whenver we try to rebuild, after backup we are faced with a dialog box " Halt: file creation failed" and that is it.
so we never get to see the rebuild screen which has been emailed to us. using previous backups also dont help as the same issue reoccurs. we have another payroll file and that also does the same. so not sure what is going on.
please help
