One user not able to download files

Hi, 
We are using Accounts Hosted 2016 R2.  I have a user who is unable to download files because the briefcase button doesn't show the same menu as other users. 

He uses the same sign in license details for launching Reckon, however he has his own sign in details once Reckon launches.  We've tried all three licenses, multiple logins and browsers.  We've used his machine for myself to login and I also lose the access to download files.

I don't believe this is simply permissions related?  I need help as I'm going on leave soon and it would assist greatly if he could download the ABA file. 

We run surface pro 3's with Windows 10 - not sure what other information you'd need to assist.

    Hi Charissa,

    The reason for this is because of the touch screen functionality.
