Recon One NOT auto-emailing memorized transactions

Recon One is no longer auto-emailing memorized transactions (it was working correctly in the past). It will create and approve them but not send. This is happening for all 200+ transactions, including all new memorized transactions I create.
I have noticed that every time I create a new transaction it will display setup-tips, as if its the first time using the feature
Any suggestions to remedy this would be greatly appreciated
