Home & Business 2013 ~ "Tax Control" account

My H & B 2013 is recording a "Tax Control" entry for many transaction records which have no tax element. This is happening on all Split Transaction entries. There is obviously some logic to this happening but that logic escapes me.

Any comment would be greatly appreciated.
