Why cant I add a second tax to business invoice in forms designer?

I need to add a second tax to my invoice. When I check the box, it does not apply.

How are you going about it and what's happening exactly?

Reckon Accounts Home & Business Australian Edition
Business menu: Invoices & Estimates > Design Forms
Edit Layout Properties
When Use Tax 2 is checked, No new column appears on the design.
Then return to Edit Layout, Use Tax 2 is unchecked again.
How can I set up a 2nd Tax to have its own column on the Form Design? It must be 29% tax before GST
