I am using Personal Plus 2015 Release R 1 on Windows 8.1. I have not tried a doing the task in the sample file as it would be quite time consuming to set up and after all I would like to believe that my current file has no integrity problem. I have been using this product successfully for many years and have not encountered any software deficiencies up to now. Thanks LS
Please provide more details, and an example so I can replicate it on my file. If you can please try to validate your data file. From File > File Operations > Validate.
I do not which over words to use to explain the problem, but I can pass on to you on a copy of my file where you could very simply replicate the error.

I have validated the file more than once before and the problem has not gone away…
A copy of the files with transactions more than 2 months old eliminated and a word document with error replicated has just been emailed to your attention with customer ID.

One question. Do you get below pop up when saving the scheduled transaction?
No such pop up appear. Any way I do not use this approach to correct my budget on the fly.
The issue where nil budget get updated with the amount in the scheduled transaction has been passed on to our development team to be looked at.
To stop your nil budget from being automatically updated by scheduled transaction, please try below steps.
Create backups of your data files.
Uninstall Personal Plus 2015. This will not remove your data files. Then install Personal Plus 2015 again, your data files will be picked up again.
Edit a scheduled transaction that includes a category in your budget. You should get the 'Update Budget Amounts?' pop up. Click NO so the Budget will not get updated. You can tick 'Don't show this message again' so it won't pop up again.
My last update was done through your website. If I uninstall the product, I will not have a copy of Personal Plus 2015 to re-install. Could I then download a trial copy and apply my Installation Key Code to this trial copy to obtain the ongoing use of the product?
To reinstall, you can download a trial copy and apply your installation key code so it becomes a full version.

Recommendation for improvement
The functionality fundamentally missing and which I have always desired is the possibility of locking the past month and months (a standard feature of any business software). It could be left to the user discretion to choose to follow this methodology at any point in time.
The common reason being that my wife or I will sometimes inadvertently enter a transaction in the past months and hence corrupting earlier comparison of actual to budget. Consequently, a false sense of security on the current month is obtained while the annual performance is worse.

You can also use the 'Submit Feedback on Reckon Accounts' from the Help menu as well to send any other feedback directly to our development team.
You can try putting a password for Transactions to act as a lock.
Go to File > Passwords > Transaction. Select a date, and any changes to transactions before the date will require the password that you set.
