Accounts Hosted not updating

I am the administrator of our Accounts Hosted  facility. When I open the new version of Accounts Hosted (2015 R1) it opens without ever having done the upgrade. 
However, when one of my other users attempts to open the file, they get the message that the file needs to be upgraded and to talk to the administrator (me). 
SO, what the heck is going on?

    Hey Michael, have them (and yourself) try a remote disconnect and reconnect. If that fails, please get in touch with tech support to investigate.

    Hi Michael,
    Could it be that you are both accessing different files? I would look carefully at the last date/time modified to make sure you are both looking at the same file as this can frequently happen if users aren't careful when backing up/restoring/etc.
