cannot open reckon accounts personal plus 2018, states current user does not have privileges to open this data file?

just uninstalled and reinstalled with same result that cannot open file?

Might be a User Account setting which can restrict access to Windows Folders.
Try right click on the Recon Accounts icon.
If you have administrator privileges, a "Run as Administrator" entry might appear in the pop-up list.
Click on Run as Administrator. 
If it works, great.  If not, the problem is likely to be elsewhere.
Note that this is only a possibility and may not be succesful.
(Note also that I continue to use Windows 7(by choice) and instructions may not be identical for Win 10.)

Can you please clarify that if you were not able to open the Program itself or you can open the program but not your data file?

i have now installed on to a new laptop and is working. Touch wood
