Can't change the staff role from user to admin

I've assigned the admin permission to staff but her status is still showing as a user.

    Hi Sam

    There is only one admin with all admin privileges, this admin person then controls the rest of the users and setting them up.

    Many users can have 'admin' privileges, but will only ever be users
