credit card user authentication failed

Changed paypal password and have entered the new password into reckon online preferences. when processing credited card error message usage identification failed

    Are you attempting to use the PAYMENT SERVICES "Preferences menu: Online"   and insert updated information into R.A.Hosted V2  at this screen?

    And, are you expecting to be able to process this directly to PAYPAL?

    Don't divulge anything confidential,  but just clarify the intent here please.

    Phone chat Gary to Garry:  on 16/2/2016 to be followed up.  But there may be a need to confirm if the security arrangements between PAYPAL (financial institution) and the access needed via the security foirm:  Verisign,  need to be re-acquainted,  having changed the password of Paypal from underneath the working arrangement.    TBA.
