I have had this issue with a number of Windows 10 machines - unless you can get Windows Update to work - then it wont install the .net 3.5 framework software...

One system I had trouble with last week was on a network - where access to Windows Updates was blocked at a server level - once the IT guy turned off something in the server - I was able to do the update and turn the .net 3.5 feature on... and all was good.

Make sure you try this...  Shut down the computer fully - by holding the Shift key - then choosing to shutdown and keep holding the Shift key until the screen goes blank... then restart the computer and make sure that the Windows Update works...
    • In Windows 10Windows Update is found within Settings.
    • To get there, select the Start menu, followed by the gear/settings icon to the left.
    • In there, choose Update & Security and then Windows Update on the left.
    • Check for new Windows 10 updates by choosing Check for updates
