Yes, QuickBooks 2010/11 file can be upgraded to Accounts Hosted 2013 directly.

You can just upload the 2010/11 portable backup file to Accounts Hosted Q: Drive, then restore & upgrade the file from there. Here is a PDF document on how to upload a sample data file to accounts hosted:
