jobkeeper employee eligibility

Trying to establish which permanent employees we can include in the jobkeeper payments.

On this ATO page https://www.ato.gov.au/general/jobkeeper-payment/employers/your-eligible-employees/ it says that to be eligible, a person would have to be a permanent employee on the 1st March. 

On the form we get people to sign, they confirm that they were employed during the period of 12 months PRIOR to 1st march. Does this mean they would have had to have been an employee for  all of the 12 months on the 1 March or just that they were employed at during the 12 months without needing it to be the whole 12 months?
And lastly - we have someone start on the 2nd March (the 1st of March was a Sunday). Does anyone know if we can include this person?

I'm working through all this myself at the moment but yy inclination is that this would be more a question for the ATO rather than Reckon. I'd get the answers on eligibility straight from the horse's mouth (so to speak).
