RDO accrual not working

I need to set up 2 x employees to accrue 2 hours towards an RDO every week (they work 40 hours, get paid for 38). I have followed the guidelines in http://www.reckon.com.au/library/pdf/RDOs%20in%20RAB.pdf
(been thru it a couple of times) 
and cannot figure out why it is not working - the employees do not have RDO leave showing. 
I have set it up to accrue 0.05250 hourly rather than "every pay".
there is no maximum number of hours. 
the starting hours is 0 
when i run payroll, it is correctly accruing their other leave, but RDO remains stubbornly 0. 
When i run a contact list report & add the various RDO fields, the only column with data is the RDO rate, which shows 0.05 for the 2 x employees. 
I modified the Other1 leave item as instructed. The only thing I wondered was whether the Inclusions section was important so I've tried ticking & unticking that one. 
Can anyone shed any light on what I'm missing?
