Trouble with Amounts (Tax & Earnings)

Employee Tax entered as $46.00 per fortnight (tax scale 2). Salary is 46 hours @ $15.4348 which gives $710.00 Gross. I do a pay run for same employee and it shows the Earnings & Leave as $709.96, Tax as - $2.00 and Net Pay being $711.96 (should be Earnings $710.00 and tax $46.00 and Net Pay as $664.00). What is going on here?

    When I enter this as gross 710 with fortnightly tax the amount is zero, same as when I look at the ATO tax calculator app
