Two identical users seeing different options when paying bills

I have two users set up with identical settings and preferences. When they use the pay bills function, one of them gets a pop-up that allows them to allocate cheque numbers, while the other goes directly to the print cheques pop-up. I can't find any differences in the way they are set up or operate.

    When you use the Pay Bills screen - it will remember the last settings you used... if they both select the Allocate cheque numbers option - then the next time they go in it will be on those settings.. but only if they are not using the payment option of Online (which doesnt give you the ability to put in cheque numbers).. :)
