Then need to filter for the specific Class you want.

That provides a report for one class. I would like to produce the report for all classes across the page, similar to the P&L by class but showing budgets instead of actuals. When I select account by class, Reckon appears to attempt the report but fails. I have a lot of classes.

Try this
Reports - Budgets and Forecasts - Budget vs Actual
First Screen select PnL by Account and Class
The second screen select Account by Class
Once the report is built.
Modify the report and turn off the Show Actuals

Still no luck. I let it run for 1000 seconds, then clicked on the message and received a message saying to wait or esc, Reckon was not responding so it logged off the remote session and logged back in again.0

Tick Prompt me to modify report options before opening a report
You get to modify the options in the report before it builds.
How many classes do you have? I have a client that has 18 classes and it takes less than a minute to build.
Has you file been verified and backed up recently?
Try running a rebuild on the data file.

The prompt me to modify is ticked.
I have 17 main classes with 100's of sub classes, most are for prior years and are not active. I am new to this role and there are budget amounts entered into some inactive classes which is causing errors in some reports. I need to locate these budgets so I can delete them. I would prefer not to open each class individually to check if there is an amount there.
The P&L by class is a good report but is too wide to export to excel. I was hoping to be able to produce the same report for budgets. This way I could identify the errors and update.
I expect there has been no file verification or backup as no one seem to know anything about it and there are no work instructions for it. I will need to look into this as well.

You could try exporting the budgets.
You will need to be in single user mode.
File - Utilities - Export - Lists to IIF Files
Select budgets
This is a different way of looking at the budgets, but may be useful, when you cannot get the report to excel because it is too wide.
The IIF file can be opened in Excel.
The budgets can be updated and saved (make sure stay in the iif format). then re-imported into to Reckon.
It splits each budget into calendar years always starting at 1 January.
In this example the first row of numbers is July to Dec 14 Accounting expense for class Administration
The second row of numbers is Jan - Jun 15 Accounting expense for class Administration
Positive numbers are debits (expenses), negative numbers are credits (income).
Remove all the lines relating to old financial years you do not want to see.

TimeTarget have advised they require a field called "Company Create Time", do you know where I find this field?

I am not sure on this one, why they need this.
If it relates to the HDR row then it can be any date time.
Export out a chart of accounts, from the Reckon file and get the date time from that export.
