In creation of a bas report, do the figures always need to be manually added?

Do you mean in the pink ("Simplified BAS") form?  No, if you click on the applicable labels (eg G1, W1, W2, 1A, 1B) & select the relevant tax codes/accounts, the figures should pre-populate accordingly.

I have just discovered that the PAYG Withheld (W2 on the pink form) understates the amount to be paid to the ATO by the Amount paid for the previous period - Reckon 2018 includes that credit amount in its calculation, giving an incorrect total.
