Paypal Foreign Exchange Transaction Fees

I'm just wondering how others process the 3% transaction fees that Paypal builds into their foreign exchange transactions. This fee is in their fine print Do you put this in as a journal to the Paypal bank account to offset any FX gains/losses between the FX rate at the time of sale and the time of conversion?

    I think a more appropriate way would be to apply it to Bank & Transaction Charges (or similar)
