Have you uninstalled your old version and then installed the new V31 version?
I had to uninstall previous version, download and install new version and reboot PC computer before new version would allow me to enter new product key and open the program.

your file location is most important it's important to also check your name length after restoring needs to be shortened back to eight characters only
