Uploading a forecast or creating from budget

Hi, could anyone please advise how to do any of the following..

1. Create a forecast from an existing budget
2. Create a 2nd budget
3. Upload a forecast as an IIF file such as you can with the budget.

Really want to avoid manual entry..
