When I click the V31 icon in my taskbar nothing happens

When I click the V31 icon in my task bar nothing happens. If I then end the task and re-click it opens. Fix?

    John, what have you done so far to try and sort this?

    It might be worth detailing that so the forum isn't going over ground you've already covered

    Have you tried to open it from the desktop, if that works unpin the taskbar one and then repin it.
