Budgets per Project in R1

I'm writing from a background as Treasurer for theatrical (comic opera, live stage) musical performances.
Gilbert & Sullivan Opera Victoria stages several shows per annum. We budget for each show, as well as non-show overheads and non-operating income.
We would like to
a) load Budgets tagged with a Project representing a show
b) load non-show budgets as R1 provides now ie. per accounting period/month
c) report shows (Projects) with their budget comparison
d) report non-show activity by having an option in the "Selected" panel for "Non-Project" items
