We no longer have employees and so no longer need a payroll subscription and can just have the basic accounting. If I take off payroll will I be able to access historical records of payroll?

If you remove the Payroll plan from your subscription, I don't believe this will allow access at all to the Payroll section in Reckon One.
Depending on what you are accessing you may be able to get by using reports as the data should still be accessible.

You don't get access to payroll reports without a payroll plan. We found this out the hard way ourselves.

I appreciate that you've commented over the weekend but you shouldn't speculate, particularly when you've given incorrect information.
One of my clients had this exact situation and it's disappointing when this bad info comes from a staff member.
