Persnonal Lite 2009 error - quicken the current user does not have privileges to open this data file

I use this program almost daily but when I went to log in last night I got the error - the current user does not have privileges to open this data file. I am using Windows 10 and have been for a few months without any issues. I have tried running as administrator etc but nothing seems to work, any ideas?

already tried that, no good, all permission are already checked

Welcome to the Reckon Community.
Restore a backup to the sample file location (C:\ProgramData\Intuit\Quicken\Sample\) and try to open it from there. any luck?
