Reckon 2018: This installation has been interrupted

Trying to install Reckon Premier 2018 on a terminal server (Windows Sever 2008 R2 SP1).
The installer successfully installs "Payment Gateway Services" and then closes with the message; This installation has been interrupted

Reckon 2013 is currently installed. Does this need to be completely uninstalled first?

-.NET 3.5.1 is installed
-Am running as local Administrator
-Anti-virus and firewall disabled
-Tried the installer in selective startup mode.
-Made sure to remove any trace of the old failed installation before trying again.

Windows Event viewer shows;

Got it working

I removed every trace of the old version, re-downloaded the setup files for 2018 incase they were corrupted.
Restarted.
