Reckon cannot send email from outlook

i have googled and made the changed to Trust Centre but the issue still remains.
Tried finding the settings in regeditor but cannot find any setting there .

Yes apparently the accounts guy was able to use it before and suddenly it has developed this issue since around a week. no changes were made that he can think of .

- anti-virus is installed .
still same issue.
