I've switched all my data to a new laptop and now have no MFA enabled on google Chrome.
How do I put it back on there to process STP?

When using a browser-based authenticator app, its specific to the browser on that device only. We usually recommend using SMS as your authentication option for this reason as its not specific to the device but rather the phone number.
Do you still have access to the previous laptop and browser? If so, you'll need to revoke the existing MFA from your account which you can do by logging in and following the steps in the guide below.
If you no longer have access to the previous MFA to revoke it, then can you send me the below in a private message and I'll see what I can do for you.

I have access. Once I revoke it, how do I put it on the new laptop?

Once its revoked, the next time you go into GovConnect it will prompt you to setup MFA again.
If you want to opt for the browser-based authenticator option again then its best do that on the new laptop.
