Allow the number of weeks to tax over to be entered for each employee in a pay run

Add the ability to enter the pay period (or number of weeks) to tax over for Labour Hire employees and calculate the tax due at the rate showing in the employee set up over the number of weeks entered.
Currently, if the employee is classified as a casual, the period (of the pay) can be entered and then the pay is taxed according to NAT1024. This is not available for any other classification of employee and even for casuals is not helpful because the tax calculation using NAT1024 completely over rules the details on the employee set up. Specifically it overrules if the TFT is not claimed, if the employee has a HESC debt and actually, the NAT1024 tables under tax substantially for long term casuals.
