Payroll Tax CITB payments

I am querying whether payroll tax should be paid on my payments I send to the WA Construction Industry Scheme - I have always included this in the OTHER box but I had another Accountant/Bookkeeper covering for me recently and she has suggested this should be in the exempt section?
Not really an account software recording issue?
