Reckon 2017 install fail "Exit Code 1601"

Hello followed the reckon instructions.  Uninstalled Reckon Personal and Business 2016 and Investor Hubb.  Disconnected from the internet and ran Win 10 in Safe Mode.  Tried to install Reckon 17 and get the message that it failed "exit code 1601".

Next method which was work was get out of safe mode.  Did a normal login disconnected the network cable ie off the internet turn off Norton and ran the ..HAB\DISK1\ReckonAccounts2017.msi.  this seemed to work and installed reasonable ok. except had to reboot before starting reckon and registering it.
