Working Holiday Makers - Tax Scale

I have a working holiday maker doing a few weeks casual work as a farm labourer. I have completed her details and selected foreign resident for tax scale. When doing my first pay run the tax amount is not the 15% Tax rate applicable. Do I just override and put in a custom amount or do I have the wrong tax scale??

or you can create a custom earnings type and give it a suitable name
