I have the same problem. Why doesn't Reckon respond to this question in the forum? I'm sure many of us are experiencing the same issue.

Right now we're trying to determine what is causing this particular situation for some users and not others so there isn't anything specific I can advise the wider Community here just yet.
Are you encountering the exact same issue as Adam has outlined above or are there some differences? Have you already had a chat with our support team as yet?
What is happening if you proceed with the setup process that appears in Reckon Payroll?

Yes. Exactly the same problem. I've NO branch code and I sign on using Gmail.
I am currently waiting for a support person to get back to me regarding another problem - Step 1. Type in my mobile number and no code was sent. I do know that my mobile number is correct.

Hi all,
Further to my comments above, I found the error, which fixed everything I've reported.
- If you do have MFA enabled (in my case, via Google Authenticator), it must be REVOKED. If you don't you will not get the SMS authentication code sent to you & you will not be able to progress to the next step. Note to Reckon Support: I don't know how to contact you but you can close my report now.
- Branch Code: It states a number between 1 to 999. I never had any branch code in Phase 1. So, by putting in 001, it got me to the next stage, 'Checklist'.
- Note to Reckon Support: Branch Code should be optional OR leave a note for the user to put in 001. (I have not made any pay run as yet, so I'm hoping that this will work - from an ATO perspective.
Hope this helps. I've migrated to Phase 2 successfully after updating all the necessary information.

I'm glad to hear you've been able to successfully complete your MFA.
In regard to the branch number, we're not able to advise or make recommendations to customers what they should be entering for their GST branch number as every business is different and has differing requirements on they utilise a branch number. Branch numbers are not specific to STP Phase 1 or 2 but rather your ABN itself.
Based on what you've mentioned though, it seems like you've now completed the STP Phase 2 Checklist and can fully access Reckon Payroll, correct?

Yes... only need to do a pay run to be sure that all is well and good! The Branch number may still be an issue (since I don't actually have one and used 001 instead as it is a mandatory field). Anyway will see when I do a pay run.
