I couldn't install Reckon Accounts 2017 or 2019 on Windows 10

Hi there,
I hope you can help.
I got a fresh installed Windows 10 computer. I tried install Reckon Accounts 2017 or 2019. It having trouble to install Microsoft Runtime Library and returned with
"the installation was interrupted before Reckon Accounts could be installed". I have tried in safe mode (generated Error 1601 message as it could not run the installer (vcredist_x86.exe) in safe mode), tried ran as Administrator and tried login as local admin (this PC is on domain network). I have also downloaded and installed Microsoft Visual C++ 2005, 2008, 2010 and 2012 both x86 and x64 manually but made no difference.
Please advise.

I have tried that hot fix but it didn't work.
Do you have any other suggestion?

Reboot computer open nothing at all before you to install.0

Check .NET 3.5 is installed. It's a Windows component not installed by default. Needs to be installed manually via Programs & Features.0
