While you can't delete a sent STP submission, I wouldn't worry about that resubmission for last week since STP is reported on a YTD basis only. If you've sent through the STP submission for today's pay run as well, once its processed it will overwrite and update the YTD balances for those employees.
In regard to the behaviour of the pay runs switching back to draft, I've just spoken with the product dev team and they're currently investigating this so hopefully we should see this rectified very soon.

Are both of those pay runs the only ones you've created in Reckon Payroll lately? Or are there other pay runs that you've created as well since which have worked correctly?

Hi ROB PAYNE,
No. As the Bank Transactions are bank data feeds that are waiting to be processed or allocated. It will not be affected if you delete a processed bank payment.

Payroll Premier is now decommissioned and no longer available so it cannot be reactivated. Any former active Payroll Premier users have been upgraded to the Reckon One payroll experience.
Any prior STP data sent from Payroll Premier is available for viewing in GovConnect.
In regard to subscriptions for the Reckon Personal Range, you'll find the annual subscriptions for both Personal Plus & Home and Business here -

there is a net difference to the payrun.
I have made an adjustment to payrun and manually adjusted back the annual leave note used.

After your subscription expires, if it is not renewed, Reckon Accounts Desktop (Accounting, Plus, Premier and Enterprise) will enter into a "Read-Only" mode. In this state, no data can be changed, but reports can be generated and exported. The files will still be accessible in later editions.
Reckon One/Reckon Payroll will also enter into an "Inactive" state, but you can still open the record to review data and create reports. This is only for books that have completed the STP Phase 2 migration. Older books will need to be reactivated and updated first.
Payroll Premier is not accessible without an activation/license. Neither is Reckon Personal Plus and Reckon Home & Business.
