Error 1723 when trying to uninstall RA 2015, even when McAfee disabled.

I am trying to install my Reckon Accounts 2016 upgrade without any luck. I keep getting an Error 1723 message - there is a problem with this Windows Installer package. A DLL required for this install to complete couild not be run. Have tried deactivating McAfee program also without any success. It's been months since I've been able to log-in due to this issue
