Quicken personal 2010 R1 Australian edition not able to reinstall on the new computer

Could someone please help me reinstalling my software? My old computer has had it, so I contacted reckon technical services to obtain a link download for the software. Even though I have turned off my firewall and antivirus software, something is blocking the setup.exe and asks me to contact the administrator (which is myself). Can someone help, please?

    It may be time to upgrade to the latest version, i can do this for you, just give me a call and as long as you have a current backup there shouldnt be a problem.
