I have followed the below steps and still am receiving the same error message.

Are you on Single-user mode or Multi-user mode? When was the last time you successfully open the file?

We opened the files successfully yesterday, it was the accountant who tried to log in today to find this error message.
The file would have been opened in Multi User mode yesterday.
