Backup will not complete prior to upgrade to 2019

Upgrading to enterprise 2019 from 2018. Mandatory backup reaches 99% and stops.

    The backup step can be skipped - not recommended before checking the integrity of your file... are you able to run a Verify?  Is your file very big?  if it is, the backup may take quite some time to complete?  if you are confident of the integrity of your file and still unable to backup - then make a copy of your file into another location... then go back to the original file and during the upgrade process when it asks for a backup click Cancel and then proceed.
