Error trying to create a payment summary annual report amendment

I am using Recon One Payroll. I need to create an amended payment summary annual report for 2018-19. I have already generated INB payment summaries but when I try to create the annual report amendment I get an error "INB/ETP payment summaries must be generated before creating the payment summary annual report.". I tried generating payment summaries again but still get the error. I also tried generating an amendment for 2017-18 and that works. Any ideas?
