Error 1723 when installing Accounts Business 2014

You may get this error when installing Accounts Business 2014:

Error 1723.  There is a problem with the Windows Installer package.  A DLL required for the install to proceed could not be run.  Contact your support personnel or package vendor. 

This error usually occurs when a required file could not be started.  

We've tracked the problem to the Webroot Antivirus and Spy Sweeper applications locking the required DLL.  Other security applications may behave in the same way.

If you are experiencing this problem please refer to your IT professional to access the application's configuration and allow Accounts Business to access Windows Installer DLLs.
