Remove Icons from Toolbar

RA2014 Pro. How do I remove unwanted icons from the toolbar ?
I have Payroll turned off. I wish to remove "Employee Centre", "Payroll" and "Services". They are wasting toolbar space I need for customised icons.
I do not wish to use "Show Icons Only" as I want to retain the labels
I can remove "Payroll" and "Services" via "Customise Icon Bar" but they re-appear next time I open the company file.

It's two years and I have the same problem - I can't remove them and can't shrink and I want the space for things I use1

RA 2016 - kept trying and think I've SOLVED it - view / un-tick Navigation Bar and the 5 default icons are gone. And so far, they stay gone.
Now I have to wonder - why couldn't 'support' have said this?1
