I can see what you’re saying but by definition, a “Subtotal” is usually determined before taxes (eg GST) whereas a “Total” is the full amount payable (eg incl GST) so the subtotal is correctly consistent, regardless of net or gross display.
Quotes/Estimates are usually provided on a “plus GST” basis so that’s probably why your client required the net line values.
If need be, I add “(excl GST)” to the “Subtotal” label on a client’s form template to eliminate any confusion
