Payroll 22-23 is corrupt

Im having the same problem noted in 2019. upon opening it says my file is corrupt, when forced to the sample file it wants to reregister then drops out. It does mention payroll 18 files won't be update. Why does this keep happening and what is the fix. Tries removed the q.tmps file no joy, now it just wont accept the company file.
