I am just wondering if we are suppose to be submitting the STP Finalise Year report using the Phase I still?

Yes you most certainly can. Our recommendation is to complete any remaining pay runs for the 2022/23 financial year and your EOFY finalisation in 2022 then upgrade to the 2023 version and start the Migration Assistant to STP Phase 2 requirements so you're ready to go for the first pay run on the new FY.
