Why doesn't the Category List show fully after upgrading Quicken v8 to Personal Plus 2006?

Hi I've recently installed Quick 2006 personal plus (on Win 7) after using Quicken v8 for ages. Sorry I'm a late adopter! Anyhow...
When i assign categories the full list (inc tax related and other types) is available when entering a transaction (without splits). However, when entering splits only a small subset of categories is available. (Strange). On v8 I had access to all categories now matter where..
So that's my first query.
Now second (relates to the first). When i setup a paycheque memorised transaction I notice that when I enter the tax deducted amount and then go to set the correct category i.e tax related:employment/salary and wages the tax related categories are not available.
So why can't I 'see' all available categories when a category is required
I'm stumped!

One other thing. Has anyone had success with running Quicken 2006 PP on Windows 7 64bit?
There's a couple of things which are weird; No help is available. The software will start and work OK (with the exception of my previous post)
when program starts I get the following message;
online setup info is missing http://www.quicken.com/cgi-bin/qd.cgi/w/2006/fi_alert
i also get an error message within the software as follows;
Could not open QWPA.ini

Hi Eddie,
Sorry to hear of your difficulties.
Quicken 2006 is not compatible with 64 bit systems. Also, it will have some difficulty running on Windows 7.
You should consider running this programme in XP Mode.
Current versions (2013) of the Accounts Personal Range are full compatible with Windows 7 & 8 and 64-bit systems.

Thanks John,
I expected it wasn't fully compatible. I will try on Win XP. But I'm trying to work out if the problems I experienced with assigning categories was related to incompatibility with O/S?
In other words; have you or anyone else experienced problems with assigning categories as I have but on Win XP?
