Quotations (Estimates, Sales Orders) are not available in the Small Business Edition of Reckon Accounts. You'll need to upgrade to the Premier 2-User edition to get that feature.
A possible workaround for you is to create your quote as an Invoice and then give it a Non-Posting status (Edit > Mark Tax Invoice as Pending). You'll have a record of it but it will not form part of your accounting numbers. You could create an Invoice template with the title of Quotation to use for this purpose. You can modify a report to show only non-posting items so that you can keep track of your Quotations.
When the quotation is accepted you can then remove the non-posting status.
