Can anybody please advise if you have to prepare this with Sole User Access, or can it be done in multi user mode? Thanks

The Migration Assistant will need to be performed in single user mode.
It will present the following message if opened in Multi-User mode -

@Rav - can you also please confirm if I can complete the 2023 STP finalisation AFTER the upgrade of the company file to Reckon Accounts 2023 version has been done?

Yes you certainly can, however just note Reckon Accounts Hosted 2023 will only support STP Phase 2 submissions so once you've upgraded to 2023, any submissions (including the EOFY finalisation) will need to be under STP Phase 2 requirements.
