I previously used STP in Reckon One to submit payrun details to GovConnect, but this stopped working in September. There is no subscription listed under the ReckonGovernmentConnect item, and when following the prompts to GET-STARTED the message "Sorry, that ABN has already been registered." is returned

Can you please try registering your ABN in GovConnect again now, it should be ok this time around but let me know if you run into any further errors messages.
